South Korea's Robotaxi Pilot Zones
South Korea's regulatory sandbox model authorises autonomous services zone by zone rather than nationwide.

Not every country chooses between one national law and fifty different state permit systems. South Korea picked a third option: draw a boundary around a specific zone, relax or tailor the rules inside it, and let autonomous services operate there under conditions that don't automatically apply anywhere else in the country. The boundary is the mechanism. This regulatory-sandbox model treats the geography, not the vehicle class or the operator, as the unit of authorization.
A sandbox works differently from a permit. A permit says yes or no to a specific company for a specific vehicle. A sandbox says yes to an entire category of experimentation inside a boundary, then lets the regulator watch what actually happens before deciding whether any of it should apply more broadly. That's a meaningfully different posture: instead of pre-deciding the rules and asking companies to comply with them as written, the zone lets the rules themselves stay provisional while real services run under them and generate the evidence regulators need.
South Korea did not invent the sandbox mechanism specifically for driverless vehicles. It's a regulatory tool the country already used across other industries before autonomous vehicles came along, a standing framework for granting temporary exemptions from existing rules inside a bounded area or project so a new technology can be tested under real conditions without first rewriting the law that would otherwise block it. Applying that same mechanism to AV pilot zones meant regulators didn't have to design an entirely new legal category from nothing; they extended a tool built for exactly this kind of situation. That history also explains why a sandbox exemption tends to run for a defined review period rather than indefinitely: the relaxed rules are meant to be tested and then either formalized more broadly or withdrawn, not left in place quietly as a permanent side channel around the ordinary rulebook.
Inside these designated pilot zones, the services that have actually run have not been limited to one format. Some are shuttles, moving fixed routes at low speed. Others run closer to robotaxi service, hailed rather than fixed-route. Both have operated under the same underlying sandbox logic: prove the concept within the boundary before anyone talks about expanding the rules beyond it.
The intended sequence runs the opposite direction from a national statute. Rather than legislating first and letting deployment follow, as Germany and the UK did, the sandbox model collects operating evidence first and leaves the question of whether to write permanent, nationwide rules for later, once regulators have something concrete to generalize from rather than a projection of how a driverless service might behave once it leaves the zone. It also means a zone's results are legible to regulators elsewhere in the country in a way an informal, one-off pilot often isn't, since the same sandbox mechanism has already been explained, justified and reviewed once for other industries before any AV pilot ever relied on it.
It's a useful contrast against the other two models covered elsewhere on this site. Germany and the UK legislated nationally, first, then let deployment follow. The US left it to individual states, each running its own permit process with no coordination between them. South Korea's zone-based sandbox is neither: narrower than a national statute, but more coordinated within its boundaries than the fragmented US approach, since the same regulator sets the terms for every service inside a given zone rather than each locality improvising its own.
