TomTom's Mapping Data and Why HD Maps Matter for Self-Driving
A self-driving system needs to know what the road looked like before it gets there. That's the business TomTom is in.

The maps most people use to find a coffee shop are not remotely detailed enough to drive a car by. TomTom built its business on that first kind of map for years, consumer turn-by-turn navigation, before moving into something considerably more granular.
HD mapping, the product line TomTom has shifted much of its business toward, encodes lane-level geometry, the exact position of signs and signals, and other roadway detail far beyond what a consumer navigation app ever needed. It is a different category of information entirely. That is not a small gap. What actually goes into that data is worth understanding on its own, because it is not an incremental upgrade to a regular map.
Automated driving systems use that data for a specific reason: onboard sensors, cameras, radar, lidar, can only see what is immediately in front of the vehicle, and only in current conditions. An HD map lets the system anticipate a lane split, a stop sign hidden around a curve, or a signal position before the sensors would otherwise pick it up. That anticipatory function is why a company whose core product is data, not vehicles or sensors, belongs in an index built around the AV industry.
There is also a competitive wrinkle worth naming directly. Automakers and AV developers have increasingly built mapping capability of their own rather than buying it, which puts pressure on a company whose core product is licensed data rather than a vehicle or a fleet. TomTom's HD-mapping pivot is a bet that specialist mapping still beats in-house alternatives on coverage, accuracy or cost, at least for now.
An HD map is not a static asset in the way a printed atlas was. Roads get repaved, lane markings shift during construction, and a map that was accurate when it was surveyed can become subtly wrong within months. That creates a maintenance burden fundamentally different from selling a one-time software license: coverage has to be resurveyed and refreshed indefinitely, or the automated-driving systems relying on that data start operating on assumptions the real world has already outgrown. The business, in other words, looks less like selling a product and more like running a subscription on an asset that decays by default.
TomTom is not the only company chasing this problem, and mapping specifically has a smaller, more concentrated competitive field than most of the AV supply chain. HERE, the mapping company spun out of Nokia and later owned by a consortium of automakers, competes directly for the same HD-mapping contracts, and several automakers have also experimented with building map layers internally from their own connected-vehicle fleets rather than buying from either specialist. A market with only a handful of credible HD-mapping vendors behaves differently than a market with dozens of interchangeable component suppliers, which is worth keeping in mind when comparing TomTom's position to the more fragmented supplier tier elsewhere in the index.
TomTom's relevance also extends slightly beyond static HD map data into real-time traffic information, a related but distinct product line built from aggregated driving data across a large base of connected devices and vehicles. Real-time conditions, a lane blocked by an accident minutes ago, a sudden slowdown ahead, are not something any pre-surveyed map can capture, which is why a traffic-data layer sits alongside HD mapping rather than replacing the need for it.
The Netherlands-based company's shift away from consumer navigation is now well underway, and TomTom's index entry tracks it on the HD-mapping side of that business rather than the legacy consumer app most people still associate with the name. How much of that legacy business TomTom keeps running alongside the newer one, and for how long, is not yet settled.
